This department is responsible for Syrian flag vessels' registration holding their records, registration certificates, deletion certificates and issuing relative necessary technical and secondary certificates in accordance with the relating international conventions and national rules andregulationsin sucha way as to preserve life and properties at sea and keep a clean marine environment.

It takes care of the Syrian seamen'affairs;issuing certificates of competency,health certificates and ratifyingn the issued certificates in accordance with the international conventions issued certificates in accordance with the international conventions issued by the IMO and national laws.

Issuing all certificates for seafarers, ratifying seaman contracts of employment, settlingndisputes arising between the seafarers and the shipowners.

Issuing licenses for all marines professions.
