THE PROFESSION OF SHIP BUILDING/ SHIP MANUFACTURING

      THE LICENSED PARTY PRACTICES THE PROFESSION OF WOODEN AND STEEL OR  FIBER GLASS SHIP BUILDING.

THE LICENSED PERSON IS TO PRACTICE HIS PROFESSION IN SHIP OWNING.

  1- SHOULD HAVE COMPLETED HIS 18 YEARS OF AGE, AND ENJOYING    FULL LEGAL ENTITY.

2-SHOULD BE NON-CONVICTED PERSON.

3-SHOULDN’T BE EMPLOYED BY ANY OTHER STATE AUTHORITY.

         4-THOSE PERSONS WORKING FOR THE LICENSED PARTY, AND       WHOSE WORKS NECESSITATES HIS BOARDING VESSELS, SHOULD MEET THE SAME TERMS AND CONDITIONS .

         5-A SUITABLE WORKING PLACE WITH A SUITABLE AREA SHOULD BE AVAILABLE , AND SHOULD BE SUITABLY EQUIPPED WITH ALL EQUIPMENTS NECESSARY FOR  PRACTICING THE PROFESSION. THE OFFICE SHOULD BE OWNED OR LEASED AGAINST A LEASE OR INVESTMENT CONTRACT DULY AUTHORISED WITH A MINIMUM  AREA OF 40 SQUARE METERS.

         6-A COMMERCVIAL REGISTER STATING THE NATURE OF THE PROFESSION HE WILL PRACTICE , WITH THE EXCEPTION OF  SERVICE PROFESSIONS AND THE REPRESENTATIVES OF  P& I CLUBS.

         7-AN APPLICATION TO BE A MEMBER OF SYRIAN CHAMBER OF SHIPPING

         8-REGISTERING ALL HIS STAFF MEMBERS AT THE SYRIAN SOCIAL INSURANCE ESTABLISHMENT.

         9-HE SHOULD SUBMIT A FORMAL PAPER OF THE OFFICE WHICH SHOULD INCLUDE THE LOGO, TELEPHONE NUMBERS AND FULL ADDRESS OF THE OFFICE.

 

 IN ADDITION TO THE GENERAL CONDITIONS HE SHOULD HAVE:

1.    A WORKSHOP WITH A SUFFICIENT AREA AND SUITABLE FOR THE NATURE OF THE JOB IN ACCORDANCE WITH THE SUBMITTED STUDY  WHICH SHOULD STATE  THE WORKSHOP GENERAL PLAN, EQUIPMENTS NECESSRY FOR THE WORK, WORKING TECHNICAL STAFF MEMBERS, THE EXPECTED PRODUCTION VOLUME.

2.    APPROVED CERTIFICATES BY ONE OF THE CLASSIFYING ORGANISATIONS FOR EACH MOULD APPROVED FOR THE PRODUCTION AND MANUFACTURING OF FIBER GLASS BOATS ALONG WITH THE NECESSRY PLANS AND STUDIES.

3.    THE NECESSRY INDUSTRIAL LICENSURE TO PRACTICE THIS PROFESSION.

THE LICENSED PERSON HAS TO :

1.    HOLD PRODUCTION OR REBUILDING RECORD BOOKS UPON PRACTICING THE PROFESSION STATING THE MAIN SPECIFICATIONS OF THE SHIP.

2.    KEEPIN A COPY OF THE PLANS AND STUDIES FOR EACH PRODUCT PRODUCED BY THE COMPANY ACCORDING TO SERIAL NUMBERS.

THE PROFESSION OF SHIP REPAIR AND SHIP MAINTENANCETHE

LICENSED CAN PRACTICE THE SHIP’S HULL MAINTENANCE AND REPAIRS. IN ADDITION TO THE GENERAL CONDITIONS OF GETTING  THE LICENSURE, HE SHOULD HAVE:

1.    A WORK SHOP WITH A SUFFICIENT AREA, AND SUITABLE FOR THE NATURE OF THE JOB.

2.    THE NECESSARY INDUSTRIAL LICENSURE TO PRACTICE THE PROFESSION.

THE LICENSED PERSON HAS TO :

1.    HOLD MAINTENANCE RECORD BOOK SHOWING THE VESSEL’S NAME, HER FLAG AND HER IMO NUMBER.

2.    KEEPING A COPY OF THE PLANS AND STUDIES FOR EACH MAINTENANCE WORK DONE.

THE PROFESSION OF MAINTENANCE WORKS UNDER WATER

THE LICENSED PERSON CAN PRACTICE REPAIS AND MAINTENANCE WORKS UNDER WATER. IN ADDITION TO THE GENERAL CONDITIONS, HE SHOULD HAVE :

1.    A CERTIFIED CERTIFICATE OF COMPETENCY  WHICH ENTITLES HIM, AND THOSE WORKING WITH HIM , TO CARRY OUT THE WORKS UNDER WATER;  DIVING, AND MAINTENANCE.

2.    A SUITABLE BOAT TECHNICALLY EQUIPPED FOR THE DIVING WORKS.

IN ALL CIRCUMSTANCES IT IS STRICTLY FORBIDDEN TO USE THE BOAT OR THE DIVING EQUIPMENTS WITHOUT GETTING A PRIOR APPROVAL TO DO SO FROM THE DIRECTORATE OF THJE CONCERNED PORT.

THE PROFESSION OF SHIPS’EQUIPMENTS’ MAINTENANCE

THE LICENSED CARRY OUT THE PROFESSION OF SHIPS’ EQUIPMENTS’ MAINTENANCE ( DECK EQUIPMENTS, ENGINES, ELECTRICAL EQUIPMENTS, NAVIGATION EQUIPMENTS, ELECTRONIC DEVICES AND ACCOMMODATION CABINS). IN ADDITION TO THE GENERAL CONDITIONS , THE PERSON CONCERNED SHOULD HAVE A PROFESSIONAL CERTIFICATE, OR NOT LESS THAN THREE YEARS’ EXPERIENCE IN THE MARINE FIELD.

THE PROFESSION OF CLEANING AND PAINTING SHIPS’ HOLDS AND OTHER PARTS

THEY CARRY OUT CLEANING AND PAINTING WORKS OF ALL PARTS OF THE SHIP. IN ADDITION TO THE GENERAL CONDITIONS HE SHOULD AN EXPERIENCE OF NOT LESS THAN ONE YEAR TAKEN OUT FROM HIS SEAMAN BOOK.

THE PROFESSION OF MAINTENANCE AND SERVICE STATIONS OF SAFETY AND RESCUE WORKS

THE LICENSED PERSON CARRY OUT THE ACTIVITIES OF TESTS AND MAINTENANCE IN ACCORDANCE WITH THE NATIONAL AND INTERNATIONAL STANDARDS OF SHIPS’ SAFETY AND RESCUE EQUIPMENTS.  HE SHOULD ISSUE DOCUMENTS, LABLES AND REPORTS ON HIS OWN RESPONSIBILITY FOR THE TESTING AND MAINTENANCE OF THE FOLLOWING EQUIPMENTS: ( PERSONAL SAFETY EQUIPMENTS, LIFE RAFTS, LIFE JACKETS, LIFE BOATS, FIRE FIGHTING EQUIPMENTS, PREVENTING POLLUTION EQUIPMENTS,…ETC.). IN ADDITION TO THE GENERAL CONDITIONS, HE SHOULD HAVE:

1.     THE LICENSED PERSON SHOULD HAVE EITHER OF THE FOLLOWING QUALIFICATIONS:

A.   CERTIFICATE OF COMPETENCY WITH A MRINE SERVICE OF NOT LESS THAN TWO YEARS.

B.   A UNIVERSITY DEGREE IN ENGINEERING WITH A MARINE EXPERIENCE OF NOT LESS THAN TWO YEARS.

2.    EVRY TECHNICIAN SHOULD HAVE A CERTIFIED EXPERIENCE CERTIFICATE, FROM THE MANUFACTURING COMPANY, IN TESTING AND MAINTENANCE OF SAFETY EQUIPMENTS AND SHIPS’ RESCUE EQUIPMENTS CONFIRMING HIS MARINE EXPERIENCE WHICH ENTITLES HIM TO CARRY OUT MAINTENANCE WORKS FOR THESE  EQUIPMENTS. THESE CERTIFICATE SHOULD BE LEGALISED AND RECOGNISED BY THE DIRECTORATE.

3.    A CERTIFICATE, ISSUED BY ONE OF THE CLASSIFYING ORGANISATIONS WHICH ARE RECOGNISED BY THE DIRECTORATE,  REGARDING  SERVICE STATION FOR SAFETY EQUIPMENTS AND SHIPS’ RESUE EQUIPMENTS.

4.    THE AVAILABITY OF A WORKSHOP FOR THE MAINTENANCE OF SHIP SAFETY EQUIPMENT, AND A HALL EQUPPED WITH TECHNICAL FACILITES  NECESSARY FOR THE MAINTENANCE OF LIFE RAFTS AND LIFE JACKETS IN ACCORDANCE WITH THE IMO REQUIREMENTS, AND THE RESOLUTIONS ISSUED ACCORDING TO THE TERMS AND CONDITIONS OF THE MANUFACTURING COMPANIES, AND THE AVAILABILITY OF A SEPARATE WAREHOUSE WITH SAFE CONDITIONS FOR STORING EXPLOSIVE AND DANGEROUS MATERIALS.

5.    A DETAILED DESCRIPTION OF THE STATION , THE FULL NAMES OF THE TECHNICAL AND ADMINISTRATIVER STAFF MEMEBERS AND THEIR QUALIFICATIONS.

-        THE LICENSED PERSON SHOLD :

A.   SUPPLY THE DIRECTORATE WITH THE COMPLETE FORMS OF THE CERTIFICATES AND REPORTS ISSUED TO THE VESSELS REGARDING THE NECESSARY TESTS. THESE FORMS SHOULD BE PUT A FILE AND HANDED TO THE DIRECTORATE.  ANY CHANGES DONE TO THESE FORMS MUST BE INFORMED TO THE DIRECTORATE; AND THEY SHOULD BE CARRIED OUT AFTER GETTING THE APPROVAL OF THE DIRECTORATE.

HE SHOULD HAVE RULES, RESOLUTIONS AND INSTRUCTIONS, RELATING HIS FIELD OF WORK, AND ISSUED BY THE MANUFACTURING COMPANIES AND THE INTERNATIONAL MARITIME ORGANISATION ( IMO )SHOWING WORKING PROCESS AND TESTS IN THIS FIELD.
